This is simply a wood box with an angled piece of plexiglas or other clear permanent material forming a vertical side. Angle the piece of plexiglas to maximize the amount of root growth visible. Put lots of seeds right up next to the glass and students will see the whole germination process.

Tips: You can use the seedlings for all sorts of experiments : Here's just a few examples, 3 seed lesson plans. When you water the box the excess will usually come out the bottom. You may choose to keep the box in a tray.
